Beat eggs a few minutes together with sugar and cocoa. Add sour cream, half a bottle of condensed milk and vegetable oil. Beat another 15 seconds.

Add cornstarch and beat for a few seconds. Pour the flour with the baking powder and beat a short time until smooth. The dough should be like thick cream. Because the products at all different ( even the weight of the eggs and the sour cream as matter), then you may need more or less flour.
