Cooking
Vegetables, except onions, boil until tender and cool. The eggs boil hard boiled.

Onions finely cut, spread on top of herring and mayonnaise.
Potatoes RUB on a large grater, spread on top of herring and onions, primina hands. Season with salt and pepper to taste. To grease with mayonnaise.
Carrots grate on a coarse grater. Spread on top of potatoes, season with salt, pepper and grease with mayonnaise.
Since in this embodiment the decoration of the yolk we don't need, and throw a pity, I rubbed it over the carrots and not smeared with mayonnaise. If the decor will be different, then you can skip this step.
Beets grate on a coarse grater. Spread on top of carrots and egg yolks and mayonnaise. Then you can start decorating.
