The recipe is very convenient because for the dough and for the filling use the same base - a thick sauce "Bechamel", for this reason, the process of making cakes is time consuming. Grate cheese on a grater. By the way, half of the total number of cheese (or even entirely) can be replaced by high-quality cheese, in combination with cod liver gives a very interesting taste. Add the flour and, stirring, heat the mixture.
Pour in the mixture of milk several times, stirring constantly with a whisk to avoid lumps. Stirring, bring to a boil, boil 10 seconds and remove from heat. Season with a little salt.
