Rice, vegetables and fish! It is a classic time tested?! I offer a layered casserole, which includes all of the proposed components, but still under a delicious sauce! Go! It will be interesting!

Cooking
In fact, everything is done very quickly, because the stages before placing layers casseroles are parallel! We start of course with rice. Measured faceted (proven!) a Cup of rice. I use rice "Indica Gold" from TM "Mistral". It is great for all purposes!
Wash, and boil in 1 litre salted to taste water - 10 min after boiling. Until soft. Then recline in a colander and the rice ready!
In parallel with the rice - prepare frozen vegetables (I had cauliflower and green beans). If You have these vegetables fresh, then do the same. Wash and put them in boiling, salted to taste water! After the water with the vegetables, again boil - boil for exactly 1 min. Then take out the vegetables with a slotted spoon, and the broth from them is still useful to us. Do not pour.
Onions finely cut, carrots three on a coarse grater. In a frying pan put 6 tablespoons of butter and fry in it the onion, until Golden brown. Then add the carrots and fry for another 2-3 min. Then to the vegetable filling, put the flour and carefully mix everything. Fry for 1 more min. with the flour.
Then pour 1 Cup of our vegetable stock (from cabbage with beans), mix well and simmer a couple of minutes on low heat. Now a very important moment, add milk. Eventually this mass, we should get like a cream soup. Look at the consistency. It took me almost 2 cups of milk. And the taste can be a bit of salt. Simmer for about 1 min and turn off heat.
Well, the last preparatory step. Bread crumbs mixed with bread crumbs (without crust. I took about 3 slices of white loaf) and 50 gr. sliced butter.
All! The components of the casserole is ready, it remains only to collect it! Turn on the oven 190 degrees and proceed to "Assembly"! Form grease with vegetable oil. Take fish fillet (uncooked), potseluem it and spread on the bottom of the form.
The second layer put the rice.
The third - vegetables (cauliflower+green beans).
Fourth - our creamy vegetable sauce.
And the last layer of bread crumbs.
All this cover with foil and send in a preheated 190 degree oven for 20 minutes Then remove the foil and leave in the oven for another 15 min.
Before serving, our "Rice pudding", you can sprinkle fresh herbs! It turns out very tasty and hearty!
