Pepper clean inside
In forcemeat add the grated potatoes, salt, pepper and mix well. As the narrow pepper, minced hard to put into... well the Rice will fly to the bottom. To the pepper add a tablespoon of rice, then add the beef. Cover the filling with a ring of carrots.
Pepper put in a saucepan, cover with water and boil briefly. Make a sauce: water, sour cream and starch. Stir well and pour into the pan. About 15 minutes pour the grated carrots and chopped onions. Add salt, spices and Bay leaf. I like to add a little curry to color and taste.

Garnish is not required. All there is inside. But vegetables - just tomatoes, cucumbers.
