In the fish minced add the egg, oats, salt, ground black pepper. Mix everything carefully. Let stand the meat for 20-30 minutes. Meanwhile fry the shrimp in vegetable oil for 2-3 minutes (you can add garlic). Slightly cooled. Bulgarian pepper cut into cubes. Grind the dill. Mix everything with the shrimp. This is the stuffing for meatballs.
From stuffing make lepeshechki, in the middle put the filling. Form a Patty. Coat in breadcrumbs and fry on medium heat in vegetable oil until tender.
