Cut the meat into small cubes. In a bag pour the flour, put the meat and shake the bag so the meat is covered with flour. In a pan heat a little vegetable oil, fry the meat well.
Then fried meat to shift into a saucepan, add the Bay leaf, pour water to slightly cover the pieces of meat, simmer on low heat until soft. The beans cook in boiling water for about five minutes, until semi cooked, then drain the water. Onion and pepper chop, fry in vegetable oil at the end add the beans. To the meat add the tomato paste, garlic minced, salt, spices, herbs. Put the fried vegetables, stir, if necessary pour a little more water, simmer, covered, until the beans are soft. Garnish will suit any.
