To prepare leaves of cabbage as for stuffed cabbage (boil in salted water and remove the tough veins).
Prepare the minced meat as for meatballs, but without the onions. Spread some of the mince in the middle of the cabbage leaf.
Top with grated cheese.

To prepare the batter: mix the flour, milk, eggs, salt, pepper. The batter should be thicker than pancake batter.
Each envelope dipped in batter and fry in vegetable oil on both sides.
