Red bell pepper drizzle with olive oil and bake in the oven to tan. To remove skin, flesh cut into strips, the juice from the peppers to add to the dressing.
Boil the rice, cool. Chop the green onions. Mix pepper, rice, onion, salt. Dressing: lemon juice + sugar + olive oil + freshly ground black pepper + juice from peppers - it's all good shake in a jar and salad.
