Honestly, this is the recipe of the filling for lasagna. The recipe was given by a friend from Italy. It turns out so delicious that I use it for pancakes, and pasta.

Cooking
Mix milk, egg, salt, a little sugar on the pancakes.Add the flour to the eye. And fry pancakes.
And while the pancakes cook, make the stuffing. In a saucepan or skillet with high sides, pour oil and slightly fry onions and carrots.
Add the mince and fry, stirring occasionally, until cooked gray.
Sprinkle with salt slightly, pour the milk and cook for 20-25 min.
Dilute in half a glass of water tomato paste or take the juice of the tomato, cut the pepper.
Add to the pan with tomato juice, pepper, all spices to taste and cook for another 20 minutes, then open the lid, what would some of the liquid has evaporated(but not all!). That such beauty should be!
